英國的選委會對於公投題目所使用的字句,定出了下列綱要:
1. 複決的題目應該要能激起即刻的回應。 (The question should prompt an immediate response)
2. 問題裡不應該出現具有正面或負面含意的字句。(Words and phrases used in the question should not have positive or negative connotations)
3. 問題裡不應該出現引導選民作特定選擇的字句。(Words and phrases used in the question should not be intentionally leading)
4. 問題中不應該出現錯誤、誤導或刺激特定回答出現的字句。(Words and phrases used in the question should not be loaded)
5. 問題裡不應含有專業用語。(The question should not contain ‘jargon’)
6. 問題裡用到的字詞或概念應該要前後一致。(The language used in the question should be consistent)
7. 問題裡用到的字詞應該是選民平常使用且能理解的語言。(Words and phrases used in the question should eflect the language used and understood by the voter)
8. 除了要讓問題可以被有意義地回答外,不應該在問題裡提供其他不必要的資訊。(The question should not provide more information than is necessary to answer the question meaningfully)
9. 除非必要,否則問題越短越好。(The question should not be longer than necessary)
10. 問題句的陳述應該要讓選民可以一目了然。(The question should be well structured)
